I think raids should steer away from being settlement grief attacks to personnel attacks; meaning you attack the players unannounced, not their buildings. Because it's a big map and there's a lot of damage that could be done that might not get noticed in time for roll-backs. Plus PvP is more of what people want when it comes to war I think.
